Faced with the complex developments of natural disasters and storms in 2025, Da Nang’s entire political system proactively implemented synchronized and decisive measures, successfully minimizing casualties and property damage.
On March 17, the Da Nang People's Committee held a review conference on Civil Defense for 2025 and deployed key tasks for 2026.
Nearly 47,000 Personnel Mobilized for Disaster Relief
During major disasters, particularly Storm No. 12 and the historic flooding events of 2025, Da Nang effectively mobilized its "Four On-the-Spot" motto (local command, local forces, local equipment, and local logistics).
The city deployed 46,891 personnel and 780 vehicles to participate in response and recovery efforts. Evacuation and search-and-rescue (SAR) operations were carried out aggressively, resulting in the successful relocation of 12,137 households (33,983 individuals) from high-risk areas to safety

Specialized units engaged in 44 SAR incidents involving 47 people and 22 vessels, alongside 22 maritime accidents. Authorities also managed and guided 4,392 vessels with 29,620 workers and 120 aquaculture cages to safe shelters.
Post-disaster recovery was swift and comprehensive. Forces reinforced 4,500 homes, fortified over 600 meters of embankments at An Luong/Duy Nghia and An Bang/Hoi An Tay, repaired 223 schools and 33 communal offices, and cleared 165 kilometers of inter-village roads.
Relief efforts, including medical examinations and the distribution of medicine, were provided promptly to residents in severely flooded areas. Notably, "Campaign Quang Trung" demonstrated the core role of the city’s armed forces and local military units in helping citizens stabilize their lives.

Implementing Long-term Adaptive Solutions
Looking ahead, challenges from climate change, environmental incidents, and non-traditional security threats are expected to remain unpredictable. As a coastal city with significant mountainous terrain and rapid urbanization, Da Nang faces increasingly complex civil defense requirements.
