4th ASEAN workshop on "Exercise and drill on the procedural guidelines for sharing space-based information during emergency response" in Bogor, Indonesia from 19-21 April 2016

13:51:0, 23/05/2016 The workshop is co-organized by UN-SPIDER, the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre), LAPAN, ESCAP, and UNOSAT. The workshop had been built on the outcomes of the chain ASEAN workshops on "Development of mechanisms for acquisition and utilization of space-based information during emergency response".

Participants come from disaster agencies, space technology organization from China, Malaysia, Myanmar, Philippines, Cambodia, Thailand and Vietnam.

The expected outcomes of the workshop as below:
- Share experiences and knowledge as well as building common grounds for facilitating data-sharing, technology application and emergency information service during emergency response;
- Provide participants with an opportunity to review and discuss disaster response plans and capabilities of an affected country by both national authorities and external multi-lateral organizations;
- Strengthen capacity building of national emergency command and control, coordination, critical decisions, notifications, and the coordination and integration of regional and international supports;
- Test coordination efforts, creating synergy, and synchronize efforts towards supporting the effective implementation of the procedural guidelines for sharing space-based information as the common platform for disaster management in the region, and refine as well as disseminate the procedural guidelines; and
- Facilitate and enhance regional cooperation in disaster management and continued promotion of EO benefits to sustainable development.
- Promote universal access to the International Charter “Space and Major Disasters”

After opening speak, Mr. Shirish Ravan had shared the objective of the workshop and express about the processing of build document on the ‘Procedural Guidelines’ to support the activities chain: collecting, analysis, distribution, sharing product when disaster occur and especial is emergency response.

Next session is the sharing of delegates from Indonesia, Malaysia, Vietnam, Cambodia, Thailand and Myanmar about their applying space technology and remote sensing. Within the working schedule, the representative of AHA Center also has a statement on 5 years of operation of the center, experiences, challenges and plans for the next phase of the AHA Center.

Continue the outcomes of the 1st, 2nd and 3rd ASEAN workshop, the draft version of ‘Procedural Guidelines’ was shown, especial is the quick guideline with 7 steps short and easy to understand. Simulation exercise also was built to apply 7 steps of ‘Procedural Guidelines’, participants also have chance to sharing their experience in disaster management and applying in 7 steps of this guideline.

At the end of the workshop, representative of UN ESCAP, Mr. Syed Ahmed and Mr. Shirish Ravan summarize conclusion of the workshop, deliver the commitment of UN on technical assistance for emergency response and call for enhancing cooperation in the Asian countries and especially promote the application of space technology in disaster management and in the future.
