Function and Responsibility of Disaster Management Policy and Technology Center

 

FUNCTIONS, DUTIES, AND POWERS OF THE DISASTER MANAGEMENT POLICY AND TECHNOLOGY CENTER (DMPTC)
(Pursuant to Decision No. 1035/QD-BNNMT dated April 23, 2025, by the Ministry of Agriculture and Environment)

I. POSITION AND FUNCTIONS
The Disaster Management Policy and Technology Center (DMPTC) is a public service entity under the Department of Dike Management and Natural Disaster Prevention and Control. Its primary functions include providing consultancy on policy formulation, database management, communications, and professional training. The Center is responsible for the inspection, expertise, and quality/safety assessment of dikes and disaster prevention structures to support State management. Additionally, it provides specialized services in dike management and disaster mitigation in accordance with prevailing laws.

DMPTC possesses its own legal entity status and official seal. It is authorized to open accounts at the State Treasury and commercial banks to facilitate its operations. The Center is headquartered in Hanoi, with operational funding managed in compliance with statutory financial regulations.

II. DUTIES AND POWERS
1. Strategic Planning: Develop and submit to the Director General various programs, schemes, projects, and specialized tasks; including long-term, medium-term, and annual development plans.

2. Policy & Standards Advocacy: Propose the drafting of legal documents, technical regulations, standards, techno-economic norms, and professional guidelines within the Department's scope of management.

3. Monitoring & Technology: Execute disaster monitoring, surveillance, and early warning systems. Manage and operate specialized information systems, databases, software, and technical equipment to support command and control operations.

4. Capacity Building: Develop professional training materials and technical protocols. Organize drills and capacity-building programs for organizations, community-based disaster response teams, and local dike management forces.

5. Community & Innovation: Implement programs for Community-Based Disaster Risk Management (CBDRM). Research and pilot structural and non-structural solutions, including innovative models and new materials in dike and disaster engineering.

6. Scientific Research: Undertake R&D, technology transfer, integrated river basin flood management plans, and disaster response strategies. Develop dike and disaster risk maps and related specialized planning.

7. Public & Consultancy Services: Provide specialized services upon meeting legal competency requirements, including:

Survey & Data: Baseline surveys, current status assessments, and digitalization of disaster databases using remote sensing and simulation modeling.

IT Solutions: Design, appraisal, and implementation of software and database systems for disaster management, environmental protection, and climate change adaptation.

Engineering Consultancy: Prepare Investment Policy Reports, Pre-Feasibility/Feasibility Study Reports, and technical designs/estimates for: dikes, embankments, culverts, riverbank/coastal protection, flood diversion, storm shelters for vessels, and disaster warning structures.

Environmental Impact Assessment (EIA): Conduct assessments for dike, disaster prevention, and related infrastructure projects.

Geotechnical & Hydrological Services: Survey and collect data on topography, geology, hydrology, and oceanography; map development and mathematical modeling.

Project Management: Provide consultancy on project management, bidding, supervision, and evaluation of construction works.

Laboratory & Quality Control: Execute geotechnical and construction material testing; provide conformity certification, safety inspections, and root-cause analysis for structural failures.

8. International Cooperation: Engage in domestic and international partnerships, joint ventures, and consultancies regarding disaster mitigation, environmental protection, and sea-level rise adaptation.

9. Administrative Support: Assist in managing programs and projects; serve as the administrative or focal point for interdisciplinary coordinating bodies as assigned by the Director General.

10. Governance & Reform: Implement administrative reforms, anti-corruption measures, and practice thrift and waste combat within the Center’s management scope.

11. Human Resources & Finance: Manage organizational structure, personnel, finance, and assets. Implement policies on emulation, commendation, discipline, and professional development for staff in accordance with delegated authority.

12. General Authority: Execute other duties as assigned by the Director General of the Department of Dike Management and Natural Disaster Prevention and Control.
