Survey of user needs to assist in the development of the Disaster Risk Map and the upgrade of the Vietnam Disaster Monitoring System (VNDMS)

10:46:7, 13/06/2023 On May 23, 2023, a meeting between DMPTC and experts from the Food and Agriculture Organization of the United Nations took place. The meeting was conducted with the goal of developing a disaster risk map, surveying the VNDMS system and the need to upgrade the system.

Within the framework of the project “Strengthening Capacity and Scale for Inclusionary Predictive Action through Social Protection Systems” in Vietnam, the Food and Agriculture Organization of the United Nations (FAO) has supported The Center for Policy and Technology on Disaster Prevention and Control collects livelihood and economic data in the provinces of Quang Binh, Thua Thien Hue, Quang Ngai and Phu Yen.
As part of the project, FAO experts and the Center analyzed existing databases, developed risk maps for some common types of natural disasters in Vietnam, and supported upgrading the VNDMS System. .
During the meeting on May 23, FAO experts introduced the Disaster Risk Map developed for some provinces in the Philippines and how to calculate the risk score based on the socio-economic parameters of the Philippines. area. At the same time, HCD - Human Centered Design was also introduced at the meeting.
HCD - Human Centered Design can be described as a multi-stage problem-solving process in which designers focus on the needs and wants of people/users. HCD saves time and money by enabling usability and adaptability to the extent possible. Furthermore, the user's point of view is set forth throughout the resolution process from context, idea development, conceptualization to practice.
Based on the premise of HCD, experts and Center staff together studied and discussed to come up with calculation parameters to serve the process of building disaster risk maps for Vietnam.
In the coming time, the Center will continue to support and coordinate with experts to build disaster risk maps, complete the user demand survey to upgrade the VNDMS System.
