The participants are the officers working in fields of disaster risk reduction and disability such as Disaster Management Center (DMC), Technical Assisting Groups under the project 1002 of Quang Tri and Quang Ngai provinces, Department of Social Protection of the Ministry of Labor, Invalids and Social Affairs- MoLISA, Quang Tri Disabled People’s Organization (DPO) and Quang Ngai Blind Association. The ToT training on DiCBDRM is the first among other training activities aimed to build capacity for participants within the project “Widening the participation of people with disabilities in community based disaster risk management in Vietnam”, funded by German Federal Ministry of Economic Cooperation and Development (BMZ) and Malteser International for the next two years. The training is co-implemented by Quang Tri DPO, DMC and Malteser International in collaboration with other deparments. 
Throughout the 5-day training, the participants shared their understanding on fundamental disability inclusive CBDRM concepts such as capacity, vulnerability, disaster risks, disaster levels, disability, barriers, gender and equality etc. Besides, a great deal of time was allocated for the participants to practice the tools of inclusive community based assessment demonstrated in the technical manuals of Project 1002 issued by the Ministry of Agriculture and Rural Development. However, some officers of the technical assisting groups were not confident in using the tools. The possible obstacles faced on applying the tools were also frankly discussed among the participants, Malteser International trainers and 1002 working officers for the solutions. What more is that, through the training activities, participants from DPO and disability working departments share challenges and needs of local people with disabilities in disasters to the officers working in disaster risk reduction. 
The participants had their chance to pay comments not only by the end of training but also each day end. They said that the content was quite suitable for their future work and the methodology applied helped them participate well in the training. “I can now visualize how to organize a training in participatory approach and how to instruct participants use the community based assessment tools. The training content is quite detailed for the learners. After each session, there is always a discussion on what possible obstacles we may encounter on training for provincial/ district officers and the responding solutions, which is very useful and practical for the participants”, said Mr. Ta Manh Hung- Office of Emergency Relief, Department of Social Protection.
After this training, the participants will be equipped with participatory training skills and lesson planning skills so that they can actively provide trainings to members at provincial and district levels.
