I. STORM EVOLUTION
- On September 19, a storm with the international name RAGASA was active in the sea east of the Philippines. At 07:00, the center of storm RAGASA was at about 15.7 degrees North latitude; 131.9 degrees East longitude, about 1000km East of Luzon Island (Philippines). The strongest wind near the center of the storm was at level 8 (62-74km/h), gusting to level 10. Moving northwest at a speed of about 10km/h.
- At 19:00 on September 21, the center of super storm RAGASA was at about 18.9 degrees North latitude; 125.4 degrees East longitude, about 350km East of Luzon Island (Philippines). The strongest wind near the storm center is level 16-17 (184-221km/h), gusting above level 17. Moving northwest at a speed of about 15-20km/h.
- On the evening of September 22, super typhoon RAGASA entered the northeastern sea of the North East Sea, becoming storm number 09 in 2025. At 10:00 p.m., the center of the super typhoon was at about 19.5 degrees North latitude; 119.9 degrees East longitude, in the northeastern sea of the North East Sea. The strongest wind near the center of the super typhoon is level 17 (202-221km/h), gusting above level 17. Moving west-northwest at a speed of 20-25km/h.
- On the morning of September 24, after entering the sea area south of Guangdong province (China), the super typhoon reduced its intensity to level 15 (no longer a super typhoon). At 07:00, the center of the storm was at about 21.3 degrees North latitude; 113.7 degrees East longitude, about 620km east of Mong Cai (Quang Ninh). The strongest wind near the center of the storm was at level 15 (167-183km/h), gusting over level 17. Moving in the West Northwest direction at a speed of about 20km/h. - At 07:00 on September 25, the center of the storm was at about 21.5 degrees North latitude; 108.9 degrees East longitude, about 100km east of Mong Cai (Quang Ninh). The strongest wind near the center of the storm is level 8 (62-74km/h), gusting to level 10. Moving westward, at a speed of about 20km/h.
- On the morning of September 25, after entering the sea of Quang Ninh, storm No. 9 weakened into a tropical depression. At 10:00, the center of the tropical depression was at about 21.5 degrees North latitude; 108.4 degrees East longitude, in the sea of Quang Ninh. The strongest wind near the center of the tropical depression is level 7 (50-61km/h), gusting to level 9. Moving westward, at a speed of 15-20km/h.
- On the afternoon of September 25, the tropical depression (weakened from storm No. 9) weakened into a low pressure area in the Quang Ninh area. At 1:00 p.m., the low pressure area was at about 21.5 degrees North latitude; 107.8 degrees East longitude. The strongest wind speed in the center of the low pressure area is below level 6 (below 39km/h).
II. DIRECTION AND RESPONSE
1. Central:
- The Prime Minister issued Official Dispatch No. 171/CD-TTg dated September 23, 2025, directing Secretaries and Chairmen of People's Committees of provinces and cities from Ha Tinh to the North and Ministries to focus on responding to Storm No. 9; Official Dispatch No. 170/CD-TTg dated September 22, 2025, directing Secretaries and Chairmen of People's Committees of provinces and cities from Quang Ngai to the North and Ministries to deploy measures to respond to the storm with the most drastic spirit, early, from afar, proactively taking response measures at the highest level, anticipating the worst scenario.
- On September 23, 2025, the Central Party Office issued Official Dispatch No. 17844-CV/VPTW announcing the direction of the Standing Secretariat on responding to Storm No. 9 (RAGASA).
- On the afternoon of September 23, 2025, Deputy Prime Minister Tran Hong Ha chaired an online meeting with provinces and cities from Quang Ninh to Ha Tinh and ministries and branches to respond to the storm.
- The National Civil Defense Steering Committee issued Document No. 03/BCĐ-BNNMT from September 19, 2025 to the People's Committees of provinces and cities from Quang Ninh to Lam Dong on proactively responding to Storm RAGASA near the East Sea.
- On September 23, 2025, the Ministry of Agriculture and Environment issued Document No. 7011/BNNMT-DD to the People's Committees of coastal provinces from Quang Ninh to Ha Tinh to deploy work to ensure the safety of the dyke system to respond to storm No. 9 and floods.
- On the afternoon of September 22, 2025, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep chaired a meeting with relevant agencies to deploy storm response work.
- The Ministries of National Defense, Public Security, Health, Science and Technology, Construction, Industry and Trade, Education and Training, Culture - Sports and Tourism issued telegrams directing storm response.
- On September 22, 2025, the Consular Department (Ministry of Foreign Affairs) sent diplomatic notes to embassies of countries in the region requesting to create conditions for Vietnamese ships to take shelter and support rescue and repair of ships if necessary.
- The National Center for Hydro-Meteorological Forecasting has issued a storm forecast bulletin from September 19, 2025 when the storm is near the East Sea; regularly updating storm developments to serve the direction and response work.
- The Department of Dyke Management and Natural Disaster Prevention and Control has organized a serious 24/24h duty, closely monitoring the storm developments, heavy rain after the storm, the situation of reservoirs and dykes to promptly advise on direction and response work; from September 21-24, coordinating with Zalo Vietnam to send 37.1 million text messages advising and guiding on skills to respond to storms and floods after storms.
2. Locality
- Provinces/cities issue official dispatches to proactively deploy the Measures to prevent and respond to storm No. 9 according to the Prime Minister's Official Dispatch No. 171/CD-TTg dated September 23, 2025 and Official Dispatch No. 170/CD-TTg dated September 22, 2025; organize meetings and deploy response measures.
- Quang Ninh, Hung Yen, Ninh Binh, Nghe An provinces and Hai Phong city have organized sea bans; deployed measures to ensure safety for people and boats at the anchorage area.
- Quang Ninh province and Hai Phong city reviewed plans, prepared to organize evacuation and relocation of residents to ensure safety before the storm makes landfall; organized the safe transfer of 4,611 tourists on the islands to the mainland and continued to arrange safe accommodation for the remaining 297 tourists in coastal areas and on the islands (Quang Ninh 04, Hai Phong 293).
- Hung Yen and Ninh Binh provinces have reviewed and prepared plans to evacuate workers at aquaculture huts and on rafts; operated irrigation works to lower water levels to prevent heavy rain and flooding.
